With high standards to be achieved at sea transportation by Petrol Ofisi A.S, to increase the quality of fuel and lubricants to ensure the reduction of losses.
To ensure that, the standards of the "Petrol Ofisi A.S.Vessel Selecting Criteria" are placed on Tanker Transporting Market.
To have the vessels’ information and to take the data on a pool. This information required to be used to check their conditions for safe operations at Petrol Ofisi A.S. Marine Terminals.
After the documentary based clearance; to check the condition of the vessel physically on technical and safety aspects, to keep the Operators or Owners on alert to keep their vessel in good condition by written deficiencies for continuous improvement as per local and international rules, regulations and conventions.
This procedure is to be applied for vessels to call Petrol Ofisi A.S. Terminals, excluding the jetties / berths / dolphins operated by third parties other than Petrol Ofisi A.S.
Petrol Ofisi A.S. Terminals has right to reject, cast-off the vessels and operations to cancel due to criterias on International Ship-Shore Safety Check List and reasonable vetting major observations.
The import cargo vessels or spot chartered vessels are inspected with periods as per Poas Vessel Selecting Criteria. The Deficiency Reports are being sent to owners / operators via a-mail. The inspections are carried out basis latest version of SIRE VIQ (Vessel Inspection Questionnaires – OCIMF). Sending the report to owners or operators; to get the corrective actions and action plan within fifteen (15) days.
Petrol Ofisi A.S. Shipping Management has right to reject a vessel; which found risky during the Corrective / Preventive Action Reporting period evaluation of the operator reports as soon as possible. Clearance will be given as per standards of Vessel Selecting Criteria. If the vessel to be found unacceptable when asked by operators to clear; SIRE / TMSA / Poas Owner / Operator office inspections shall be done and vessel will be cleared after succeed of this inspections.
Vessel Requirements
All vessels must be in compliance with MSC (Minimum Selecting Criteria).
All vessels must be double hull.
Oil Tankers over 20 years of age must have a CAP-HULL (Condition Assessment for Hull Structures) and CAP-MACHINERY/CARGO SYSTEM (Condition Assessment for Machinery and Cargo Systems) certificates with a minimum rating of “Good” or equivalent (CAP Grade 2). A Classification Society, different from Vessel’s own Classification Society and member of International Association of Classification Societies (IACS), must issue the Certificate.
Chemical tankers older than 20 years must have records of passivation of cargo tanks to confirm such regular operation throughout the Vessel's life. They can be taken into consideration only if they hold a CAP Certificate with a rating 1 or 2 for Hull & Machinery and Cargo System. A Classification Society, different from Vessel’s own Classification Society and member of International Association of Classification Societies (IACS), must issue the Certificate.
In both the above mentioned cases, the relevant CAP certificate must be renewed every five (5) years.
Product tankers and Chemical tankers, with stainless steel cargo tanks, older than twenty (20 but not more than 25 years) years and Gas carriers older than twenty-five (25 but not older than 28 years) years, can be taken into consideration for evaluation by Vetting Department.
All vessels over 20 years must have a valid operational SIRE inspection report available within the SIRE system of not more than 6 months old.
In case of the vessels being over 20 years, operators have to pass positively a TMSA Audit to verify compliance with OCIMF standards prior to the contract. Exceptionally, only for the Operators who already passed positively a TMSA Audit, fulfilling at least level 2/3 (both on board and ashore to be defined)
Chemical tankers carrying volatile products, flashpoint 60°C, regardless of the vessel’s size, must be fitted with a suitable and efficient nitrogen generator.
OBO Vessels (Ore Bulk Oil) to be generally avoided; when carried dry cargo in their last voyage the vessel will be rejected.
New buildings on their maiden voyage will be considered only on a case by case basis.
Vessels should not be accepted in case of first voyage after dry-docking. It will be considered only on a case by case basis.
Vessels must have no outstanding safety issue or violation and to be operated in a safe and environmentally responsible manner by first class Ownership.
Vessels must have all the statutory certificates valid; the annual, intermediate and special survey to be carried out by the Classification Society within the required date range.
Vessel should carry a P&I coverage to a highest limit supplied by a club.
Inspection fee is on Owners’/Operators’ account.
Notwithstanding any prior acceptance of any vessel, shall have the right to reject the vessel on any reasonable grounds, if the vessel’s safety aspect are not maintained after a successful inspection and/or such vessel is involved in any incident which would jeopardise the safety of the load and/or discharge operation if such an incident happened, either after the acceptance of the vessel or information in respect of any previous incident was not in the public domain at the time of acceptance.
The latest version of (OCIMF) Vessel Inspection Questionnaire will be used on Petrol Ofisi A.S. inspections.
A vetting fee of 2500 usd + vat will be charged to Owners/Operators through their Agents. No vessel will be accepted to PO premises unless cleared by vetting team.
